Rate offering not getting picked on the basis of special services passed

I am having a scenario of picking rates based on specific projects . In order to achieve this i have created a special service with project number. Now i am creating order release and pass the special service on order release but still the correct order rate offering is not picked .

Sharing the basis configuration here..

Rate Offering Id : Al-Otabi-S3344-TL Special Service ID on Rate Offering : S3344

Order Release ID : 30-01-2024-S3344 this is special service id : S3344

With the above setup the correct rates are not getting picked .

Let me know if i am missing something .
