Can a launcher to be used to prompt a user to complete a document record?

I have created a process guide which shows a manager how to complete a return to work document record. This needs to be completed after an employee returns from sickness absence. It would be really beneficial if when the manager enters the end date for the employee's sickness absence this guide is launched when they click submit on the sickness absence record. I have tried to create a launcher for this but can't seem to make it work. I've tried to link it from the submit button and also the absence end date field and including a step condition to
