Need to Burst a Report with Multiple Departments

I need the Sales dept report and the Operations dept report to go to two different groups of emails.

I have a report with a prompt to select the dept. I need to set up bursting definitions to send different departments to different groups of people. However, when I create a bursting definition with this report, I do not see the option to select the POV (screenshot below). How do I have to set up the report in order to see the POV in the bursting definition?
