Getting error when attempting to create a discount rule

When attempting to create a discount rule using "Price Type" of Usage, I get the following error:

The request to create or update a discount rule with the Price Type attribute set to Usage wasn't successful. (QP-2715730)

Please let me know if you have any suggestions for resolving this.
