Internal Requisition sometime getting into Return Status

Summary:

I'm experiencing an intermittent problem, the user creates an internal requisition for the same OI with expense destination, but sometimes it is approved, but sometimes it has a returned status, when another user creates it, it goes normally, I thought it was the user but it works, it's an intermittent problem and I can't find what it could be, yesterday I did the Manage Intersubinventory Parameters setup, and asked the user to test it, one requisiton passed, another for another item did not pass(Attachment), even though the item has the correct setup and there are already other internal requisiton for
