How can I use the Accessorial Code Profile ID ?

How can I use the Accessorial Code Profile ID to make a profile that includes some accessorial and to relate this profile by any way for example from Manage User Access to say that this user or that role can add accessorial costs on shipments for accessorial that are only inside that profile, I don't know wither what I am saying is applicable or not but from searching and investigating through the Accessorial Code Profile ID I found that this profile is done to group the accessorials, So what kind of usage can I use this profile in our system away from any scenarios I mentioned above ?
