Rest API for Role Assignment report without Service Admin Role

We perform Quarterly Access review on our FCCS Application, run the Role Assignment Report and send it to our reviewers.

We are attempting to use an application called SailPoint to automate this process. SailPoint connects to FCCS and runs the Role Assignment report using RestAPI. Only if we grant Service Administrator access to the ID that SailPoint is using will it be able to connect to FCCS.

We were hoping that we could supply any role other than service admin in addition to Manage Access Control application roles so that it could connect and run role assignment reports.

Our testing implies that the Service Administrator is the sole way to make a RestAPI call.
