How to make Item EFF's values Read Only in Master Organisation once Item creation completed ?

Summary:

In our existing project Item Description is generated by combination of Item EFF's selected by user. Once Item Description is generated user can change Item EFF values which is affecting Item Description and resulting into multiple items with same description. We want to restrict this and user should not able to change Item EFF values in Master Organisation.(Item EFF values should be not editable once Item Description is generated.)
