In VBS, provide ability to set up sub-headers for all employment pages consistently

Allow for the ability to set up all employment pages to have the same header by setting it once. Example, ability to put the person number and/or assignment number in the sub-header globally — not on a page-by-page basis which yields inconsistent results

Use Case and Business Need (Required):

In the responsive UI, the sub-header was set globally, and it cascaded down to all the pages/actions.

Currently only some pages allow for the Redwood sub-header to be updated. Furthermore, we need to be able to set the sub-header globally, so it is consistent in all the pages, providing a consistent user experience. As pages are extended in VBS by different users, it is important that all pages have the same sub-header information.
