Empty Project dialogue box when trying to edit a Redwood page from Fusion.

Summary:

Users are getting a Select Project dialogue box that is empty when going to VBS from a Redwood page in Fusion even though they have an workspace in the project for the Fusion environment that they are in. They are also not being presented with the Redwood page in the designer after clicking the Edit Page in Visual Builder Studio in Fusion.

These users have the developer role for VBS in IDCS and I see them attached to the project in the developer role. The users also have ORA_FND_APPLICATION_DEVELOPER_JOB role in Fusion. Any suggestions or what setup/configuration is incorrect or incomplete?
