Oracle Learning Cloud: Content / Learning Items Can Be Created but can't been seen in admin area

Learning Specialists can successfully upload content and create learning items/courses, but the created items are not visible anywhere in Learning Admin for any user, even though the system enforces title uniqueness and confirms the items already exist.

This is a green field implementation and this is a new DEV Environment: We are experiencing an issue in Oracle Learning Cloud where learning content and learning items can be created successfully, but are not visible anywhere in Learning Admin.
