premature availability of BI Output files in SFTP causes problems

I am using BI Publisher within our deployment of Oracle Fusion Financials SAAS.

I schedule a Report Job to Output a csv file using eText, with a Destination of the SFTP Server found within Oracle's deployment of Fusion via SAAS.

The problem is that periodically the outputted file that we download is empty (zero bytes), or malformed (because its only part of the intended file). Our research indicates its because Oracle's SFTP Server permits the SFTP Client to access the file before its completely written. Some SFTP daemons make files as "Access denied" while its being written.
