Getting this error while submitting requisition- The requisition didn't pass the fund (POR-2011317)

Summary:

Getting error while submitting requisition.

The error message says-'The requisition didn't pass the fund (POR-2011317)' and when error is expanded it says 'Invalid lowest task for transaction'
Task, Project and budget dates are fine. Budget is also baselined.
Is this error happening because of GL budget? As project budgets are getting created in GL as well.
