Manage Locations: Unable to update 'Effective Start Date' through Update or Correct action.

Hello All,

Upon creating the Locations via spreadsheet upload, by mistake I have put 'Effective Start Date' as system date.

Users created before the system date are not able to access the location in Requester Preference.

While updating the location as well I am not able to update the 'Effective Start Date' as 10/01/1951.

Please suggest an option since it is a showstopper.
