Cannot Login SQL Plus by Using Local Naming

 I'm using Oracle 11g. I have created a net service name which is tested successfully connected. But when I login to SQL Plus, I've got an error message.
C:\sqlplus username@servicename

SQL*Plus: Release 11.1.0.6.0 ...
...
Enter password:
ERROR
ORA-12154: TNS:could not resolve the connect identifier specified

If I use this service to log in SQL Developer, I can login.

What is the problem then? Could anyone explain me for this issue?
