RDBPROD Maximum Password Length

We recently dealt with a problem where the user would change his/her password to 31 characters, but then logged out and could not log back in to the web application (Oracle Forms) due to a invalid password.  We found the Rdb or NATCONN would accept only a maximum of 30 characters.  We thought the Rdb and VMS password maximum were the same.  Is this correct?  Meaning, the VMS max. password length is 32 and Rdb is 30.  Or is this a bug? Some background info.: Rdb (7.2.1.4.1), VMS (8.3), Oracle Forms (10.1.2.3)
