RDBPROD Access to SQLSRV_CONFIG_FILE73.DAT

 We'd like to use an ACL to control access to the SQL/Services configuration file (sqlsrv_config_file73.dat). By default the file is in sys$sysroot:[sysmgr] and as the configuration guide states you need to have sysprv to access the file. Adding an ACL to the file still does not allow access - it seems that sqlsrv_manage73 is explicitly checking for sysprv. The aim is to have specific "non-privileged" users able to start and stop services, and to show client connecttions. We have successfully tested this by granting use on service sqlsrv_manage to an identifier and then granting that identifier to the specific users,
