apex login page not display

 Hi,

db version 10.2.0.3 o/s linux 

I am very new to Apex i installed Apex version 4 on my database and follow all the steps as per Note 
Easy Steps to Install/ Upgrade/ Migrate/ Uninstall APEX - Example 3.1.2 [ID 761836.1]
