Only shows responsibility icon when login EBS

Dear All,
When my customer login EBS, all responsibility name & responsibility link can not show, only shows the folder icons.
Customer can access user's responsibility via "http://thezmd02.zpss.com:8002/dev60cgi/f60cgi"
Only can not see responsibility via web method after login EBS.
All responsibilities are display as folder icon, no responsibility name & responsibility link.
