Assigning Buyers

We'd like to send an email to our buyers whenever they get a requisition assigned to them.  Anyone have any idea as to the best method to use for this?  I was considering an oracle alert but not sure how to determine that the suggested buyer id has changed.  Any clues or suggestions would be greatly appreciated.
