R12 login always goes to same app tier node

Hi
Fresh EBS R12 12.1.3 split tier installation: 1 db server (db1), 2 app tier nodes (app1 and app2).
Both app1 and app2 have all services running (as seen in OAM dashboard).
Log on through app1 or app2 to EBS works.
But log on via http://app1:8001/OA_HTML/AppsLogin always redirects to http://app2:8001/OA_HTML/AppsLogin.
Stopping app2 and trying to log on via app1 fails because app2 is down.
Why can't I use app1? Where do I start reading?
