User cannot sign in - gets error message "You are not authorized to access the function FND Diagnost

Have reset user's TEST password and I can sign on as her at different location fine.  User keeps getting this message: "You are not authorized to access the function FND Diagnostics Values. Please contact your system administrator".

Anyone got any ideas - must be a local desktop issue? But yet she can sign into Production with no problems.
