Many features are still disable even EC has been registered

Hello,

I am testing Ops Center 12c. Have already registered the EC with valid MOS account. But I found that many functions are still disable, such as all items included "Bulk upload packages and patches" under Libraries->Software Libraries->Solaris/Linux OS updates->Operate->Bulk Upload Packages and Patches are disable.

EC was installed at Sun Blade 6000 and has valid maintanence contract. Please advise.
