I cant accept tender from Service Provider Login

Hello Gurus!!
This is an integrated enviroment; EBS12.1.2 and OTM 6.2.3. The service provider was created via integration ie we ran standard Synchronization interface in EBS to populate all the service providers in OTM.  This is the process that today we are doing to tendering a service provider:

1. Create a Order Release
2. Planning a Shipment
3. Secure Resources for a shipment

Log out for Admin user, an LOG in for de service provider ID.
1. Search the shipment
2. Accept Tender

And error Apears:
ejb.TenderCollaboration record not found: pk=8157
Could not retrieve TENDER_COLLABORATION(s)
