R12.1.3 login and authentication is slow

After upgrading from 11.5.10.2 to R12.1.3, going to http://hostname:8002/OA_HTML/AppLogin the login page takes a very long time to display.  Sometimes it comes back and sometimes it times out.

For the few times the login page actually shows up, after I enter SYSADMIN & password and click Login, it then takes more than 5 minutes to authenticate.  Sometimes it will authenticate and sometimes it just times out again.

I've checked the DB & App machines where the load & cpu are fine and not over loaded.  The database performance is fine - I can log in and run long queries quickly & I've collected stats for APPS and APPLSYS.
