Errors when receiving blanket po release through open interface

I am trying to figure out how to submit receipts via the rcv_transactions_interface for blanket po releases.  I can successfully receive against the release lines within the application, but whenever I try to use the open interface I receive an error message of

"Invalid shipment header identifier specified for ASN receive

Cause:        For an ASN receive the required shipment header id was not specified (SHIPMENT NUMBER=)

Action:       Provide a valid shipment header id"

I'm not sure what is designating my PO as an "ASN" or why I suddenly have to start populating the shipment header id, as we usually don't have to for other types of PO receipts.  Any help is appreciated.  Thanks.
