Is this new functionality?

We upgraded to 11.5.10 from 11.5.9 last weekend. My users are reporting a couple of things:

1) A PO was created 6 months ago with a supplier and supplier site and the items ordered have long lead times. The site on the PO has expired since then and some dates on the PO need to be changed. That puts the PO into Requires Reapproval status but it can't be approved because the supplier site has expired.

The user says she was able to change the site in the PO header and reapprove the PO in 11.5.9, but the site field is grey in 11.5.10. When signed on as Purchasing SuperUser, I'm able to change the supplier site. Is this new functionality?
