Your current login responsibility does not have update access for this project

We are on 12.1.3.  I have setup some new project management responsibilities to access the html forms.  I created the responsibility by copying the seeded Project Super User responsibility setup.

We have several users that are using these responsibilities.  They have setup their projects so that they are the Project Managers.  It's my understanding that by making themselves Project Managers, they should have update access to the project without having to enable the Organizational Authority, Project Authority option for them.  However, some of them are opening their project and getting the error "Your current login responsibility does not have update access for this project."  I'm not sure if I am missing any setup steps of this is a bug.  Can anyone validate my understanding?  If so, perhaps I've run into a
