Why are my volumes marked with the "Full" flag?

Greetings,

  I added a group of volumes to my silo, import'd and tplabel'd them.  During my rearchive operations all the volumes get marked with the "Full" flag and the system is in a "waiting for resources" state.

 This happens at least three times a week.  The wierd thing is some volumes are 30% and other are 0% and still get marked.

 The first few times I would auidit the volumes and then clear the flag, but lately I'm just claering the flags.

 Why does SAM-FS behave like this and can I prevent it?
