glassfish server busy while login to application

hi ,

    we are using 3-tier architecture and glassfish 3.1.1 as server in cluster enviroment.

     some users are getting server busy error while login in to the application.

     can you suggest some solution to resolve this issue as early as possible because this problem we are getting in production
