login performance issue after 12.1.3 upgrade

Hi,After upgrading from 11i to 12.1.3 , we are observing that after we give user/pwd in login page, home page comes after 1-2 mins of wait. After that it work smooth for SelfService  or forms.
It doesn't depend on number of user, even after fresh restart also I'm facing the same issue.
Any suggestion how can I track the issue?
