Light modification the login page in Primavera Portfolio Management 9

I am a newbie in web design and would like to add a simple url link at the login page.  I am able to locate the login.png file but unable to add an url within the picture.  Does anyone know if this is possible to add a url link within or maybe outside the login.png area?
