Planning Supplier Schedule is all zeros

Has anyone come across an issue where the Planning Schedule for a Supplier gets populated with zeros in every bucket?  We have one item set up with one supplier.  ASL is there.  When we try to build the schedule manually, the item schedule is 0 in every bucket.  The supplier and item do get picked up.  There are planned orders and planned order demand in the system and the MRP_RECOMMENDATIONS table is populated.
Any help would be appreciated.
