Cannot Delete A Purchase Order with Status = Rejected

 A PO was submitted for approval. Approver rejected the PO instead of approving it. User has been instructed to delete the PO but receives the following error message:

APP-PO-14694: This document is not updateable.

Cause: You have tried to update a document that is currently not updateable.

Action: No action required

A document on Metalink suggested putting the PO on hold then releasing the hold to populate the Action History; however that did not work either.
