How can i stop to assign the Inactive users on Registers & tills from back office

 Can any one please let me know how can i stop to assign the inactive users on Registers & till from back office. Is there any script or anything available that anyone assigning the registers & tills from back office that popup came this user is inactive. so the end users knows this user is inactive.
