Can PO's be created without enabling an INV org?

Hello,

Is it possible to create 2 way match purchase orders without enabling an inventory org? We are unable to enable an INV org for two of our ledgers because doing so will break a BOM interface in Agile.  We are working on fixing the interface, but in the mean time, can we make the org parameter not required on the shipments page? All PO's are service PO's and only 2 way match.
