How to use rank and allocation in PO sourcing rules

Let's consider the business case described below :
1. We have two Available BPA for a specific item.
2. We want to allocate releases to both suppliers using a defined allocation during the validity period of BPA (for example : 30% for the first supplier and 70 % to the second supplier).
3. We want to use surcing rules to automatically source requisitions against the two BPA accordingly to the defined allocation
Is-it possible by defining allocations and rank in sourcing rules setup ?
(We have Oracle PO R12.1.3)
