How to Ensure that the last login time and date of the user-id is displayed at logon

Ive got the following request 

1. display last login and date after a user logs into the application.

2. System should not allow the use of one of the last 12 used passwords at any time within the period

3. Ensure that the solution has a setting to configure the working times of the users login on the application

 Its Oracle E-business suite R12.

Any one done such before or has an idea on how to implement such
