Approval/ Notification for taking action on "Closed" PO

 Dear Friends,
We have a business requirement, where, whenever, a "Closed" PO gets opened either for Invoicing or for receiving ( from Control Document window), it should get routed either in approval flow or the approvers could be notified.

We would like to hear from you, if we can achieve the same via standard functionality?
