register listener?

Hey gurus!!!
I have a question.

After i applied patch 10.2.0.5 and psu 10.2.0.5.4 i found a new lines in the spfile:

*.local_listener='LISTENER_DB

also in the tnsnames.ora:

LISTENER_DB =
  (ADDRESS = (PROTOCOL = TCP)(HOST = hostdb)(PORT = 1521))

what's mean it?

Is necesary? is useful?

why need the database it? performance?
(standalone database).
