Error APP-FPO-14180: The forward-to person is not an online user

Dear All,
When assigned a new user to a hierarchy and forward a PO, this error messages show up.
Step to reproduce:
1. create new user name
2. assigned user to a hierarchy
3. run: fill employee summary
4. open 1 INCOMPLETE status PO, assigned to the person
5. error messages show up

I'm running in Oracle EBS 11.5.9

Does anyone happened to have this error when add new user as an approver?
How to solve this?
Please help...
