Ship to Organization

 Hello Friends
I have a situation where PO is created in one operating unit and ship to Organization is showing as Inventory Organization belongs to a different OU
This is happening only for few PO's
Can you please let me know from where the shipping Organization defaults?

I tried to replicate this scenario but unable to
