How to certain restrict users from login to application during post upgrade work

 Hello Gurus,We are going live from 11i to R12.
Users are accessing the production environment from various locations. During post upgrade activity when instance is up but there are some DBA/Functional setup still  going, we want to restrict hugh number of users to access the environment except few key users.
How can we achieve this? will updating end-date for FND_USER through script can impact the associated  workflow tables?
Is there any other better solution?
