Forms Launching directly on EBS login for specific user

Hi Everyone,

Environment:

EBS Application: 12.0.6

Database: 10.2.0.3

OS : OEL 5.2

One of our customer has complained, that when a specific user (only one user) logs into the EBS he get redirected to the forms directly, and the list of responsibilities in the home page does not displays. 

While all the other user login works perfectly as EBS login page with list of responsibilities, thereby opted to choose their required functions.

I tried

- Clearing the cache from Functional Administrator,

- Clearing the browser cache 

but still the problem persists for the respective user. Seek your assistance on this regard.
