R12.1.3 : Appslogin page not customized after applying patch 9239090

Hi

I have a problem with oracle r12 Appslogin page after applying applying patch 9239090 to upgrade 12.1.3.

When I log in as sysadmin, it brings up screenhunter63

What I am expecting is screen hunter60

Please find attached along with screen shots the autopath log file for this exercise.

New screen : screenhunter63

EXPECTED SCREEN hunter60
