Service is not registered in the scan listener of two node rac

Scan listener status shows only one instance instead of two for the serviec in two node RAC. After applying workarond per advice from Oracle support, which is to reset the remote_listener, and set again, the service is never registered in the scan listener. I bounced instance, scan, and scan_listener... and finally CSR stacks, but the service never registered.

There is one templete database in this ODA, which was created during ODA deploy. That database has no issue. The remote_listener parameter used in the problem database is same as the one, which is working.

I appreciate your help in advance.
