How to make Purchase Order Summary read only?

We are using EBS version 12.1.3

I have duplicate the seeded Purchase Order Summary to PSD Purchase Order Summary Query Only and added the QUERY_ONLY=YES parameter. However, when I bring up the form, I still see the New Release and New PO button active. How can I make this function read only? Gurus, please advise. Thank you.
