Re-Opened PO cannot be Received in Iprocurement

Hello;

We have recently closed a PO error in Purchasing which was later re-opened.  We then notice that the receiver was unable to receive items associated with the purchase in Iprocurement, but our superuser which had access to Purchasing was able to receive the item.  Can anyone say why a re-opened PO cannot be received in IP?
