How to enable selection from Item Type LOV for Smart Form

R12.  We've created smart forms for our non-catalog requests and the Item Type LOV is not editable.  It defaults to Good billed by Quantity, but the business would like the ability to select from the LOV.  Goods billed by Quantity Services billed by Quantity and Good or Services billed by amount.  How is this accomplished?
