Cannot Login to Applications 11i

Hello Everyone:

We cloned our TEST environment from production for our current on going project, we installed patches and upgrade this clone environment database from 11.2.0.1 to 11.2.0.3 successfully and all steps of cloning were completed successfully.
Our users were in a process of testing the new upgraded system and in fact they worked for few days and running into TCF socket error.  To resolve the TCF Socket error I took down the system and ran the autoconfig and after running the autoconfig the apps services started fine but the login page is not coming up.  I rollback the autoconfig but still the applications is not coming up.
